Keep Filtering Until Your Lead Risk Is Resolved

A city lead-pipe program does not set your home's date. Learn when to keep filtering, verify NSF/ANSI 53, and decide when precautions can end.

Yes—keep filtering cold water used for drinking and food preparation while your service-line status or construction risk remains unresolved. Evanston still had 9,300 lead pipes left to replace in July 2026, and the EPA’s 10-year replacement requirement is a systemwide ceiling, not a promise that your address will be completed soon. A correctly maintained, lead-certified point-of-use filter is the part of this process a resident can control today.

Current written instructions from your water utility, health department, or agency managing an active advisory take priority. EPA says no level of lead exposure is safe, so a construction schedule is not a reason to relax an existing precaution.

Why Trusting The Replacement Program Sounds Reasonable

The received view has a solid premise: replacing a complete lead service line removes a major physical source of lead. A funded city program can inventory lines, coordinate excavation and ultimately eliminate risks that a countertop or faucet filter can only reduce at one point of use.

If a utility confirms that both the public and private portions at your property were replaced, required flushing is complete and its post-work precaution period has ended, that is materially different from merely knowing a citywide program exists.

Where the consensus fails is timing. A program announcement does not establish your property’s construction date, secure access to the private side or prove that every section of its service line will be replaced. It also does not reduce lead at your kitchen tap during the wait.

The Federal Deadline Does Not Set Your Household Timeline

EPA’s Lead and Copper Rule Improvements require water systems to identify and replace lead service lines within 10 years while strengthening testing and public communication. That obligation applies across a water system. It does not certify an individual address as lead-free or promise that every property will be completed at the same pace.

Three local reports from summer 2026 show why the distinction matters:

  • Minneapolis faced tough choices as lead-pipe-removal funding was set to dry up (MinnPost, August 17, 2026).

These reports do not prove that every city will miss the federal requirement. They do show that excavation is only one constraint. Funding, staffing, owner consent and responsibility for privately owned pipe can determine when—or whether—a crew reaches a particular property.

A Certified Filter Covers The Waiting Period

Choose a point-of-use filter whose exact model is independently certified under NSF/ANSI 53 specifically for lead reduction. The format may be a pitcher, faucet-mounted unit, countertop system, plumbed-in kitchen filter, reverse-osmosis system or qualifying refrigerator filter. The product category alone proves nothing.

A general NSF logo, the words “tested to NSF standards,” activated carbon or a broad “heavy metals” claim is not enough. The certification listing or performance data sheet must name lead reduction for the exact model number. NSF’s lead guidance also identifies service lines, solder, faucets, fixtures and fittings as possible sources.

An NSF/ANSI 42 Class I or Class II particulate-reduction claim may be useful where particle protection is recommended, but it supplements rather than replaces the lead-specific NSF/ANSI 53 claim. Milwaukee’s filtration guidance similarly warns that not every household filter is certified to remove lead.

Certification is conditional on correct use. Verify the model number, rated capacity, maximum flow, installation requirements and cartridge schedule. Record when the cartridge was installed and replace it at the manufacturer’s limit or earlier when the applicable instructions require it.

Full Replacement Means Both Sides Of The Line

A service line connects the water main to a building’s plumbing. In many programs, the utility controls the public portion while the property owner controls the private portion.

A full replacement removes both portions. A partial replacement leaves one portion in place. The District of Columbia’s replacement guidance warns that partial replacement can leave an ongoing risk and may temporarily increase lead levels; replacing both sides is the reliable way to minimize risk from the service line.

Construction can also disturb sediment and lead-bearing particles when old plumbing is cut, pulled, disconnected or reconnected. A resurfaced street or restored sidewalk does not establish that your entire line was replaced.

Ask the utility for written documentation showing the original recorded material, the portions replaced, the new material, the work date and whether any lead or galvanized pipe remains. “Unknown” means unresolved, not non-lead.

Even a confirmed full replacement does not remove every possible source inside an older property. Lead-bearing solder, fixtures, fittings or interior plumbing may remain. That is why flushing, aerator cleaning, filtration, testing and replacement have separate jobs:

Filter Cold Water That Will Be Consumed

While lead is known or suspected, use properly filtered cold water for anything that will be swallowed or incorporated into food. Start hot drinks and meals with filtered cold water. Boiling does not remove lead and can concentrate it as water evaporates, according to Philadelphia Water Department guidance.

Formula-fed infants, young children and pregnant or breastfeeding people warrant especially consistent compliance with public-health directions. For powdered or concentrated formula, follow the water source specified by the utility, health department or medical professional, followed by the formula manufacturer’s preparation instructions.

A separate boil-water or microbial advisory remains controlling. Boiling for microbial safety and filtering for lead address different hazards.

Do not turn one city’s bathing or tooth-brushing instructions into a nationwide rule. Advice can change when lead concerns overlap with pressure loss, a main break or microbial contamination. Use the directions issued for the event affecting your address.

Keep Filtering Before, During And After The Work

Before construction, check the utility’s inventory and determine whether its record covers the public side, private side or both. Ask whether the project will replace your complete line, only one portion or merely nearby infrastructure. Confirm whether building access or owner consent is required.

Also ask whether the program supplies a certified filter, cartridges, testing or post-work sampling. Availability and eligibility vary; assistance in one city does not create an entitlement elsewhere.

During work, continue using filtered cold water for drinking, cooking, beverages, ice and formula. Keep the filter within its rated capacity. If service is interrupted, wait for address-specific instructions before flushing or resuming normal use.

After work, follow the utility’s exact faucet sequence, flow and flushing duration. Do not copy another city’s procedure. Clean faucet aerators at the point specified by the utility, and ask whether construction sediment requires an early cartridge change.

Obtain written confirmation that the replacement was full or partial. For post-work testing, ask which faucet to sample, whether its aerator should remain installed, how long the water must sit unused and whether the sample should be first-draw, flushed or sequential.

The Utility’s Written Endpoint Determines When To Stop

There is no single evidence-supported post-replacement filtration period for every city and property. Denver Water, for example, tells affected customers to use filtered water for drinking, cooking and formula until six months after service-line replacement. That is Denver’s program rule, not a nationwide EPA requirement.

Do not adopt an 18-month period as a universal rule either; the supplied evidence does not establish it as an EPA mandate or general public-health consensus.

A stopping decision should rest on the utility’s written filtration period, confirmation of full replacement, completed flushing, directed aerator cleaning, correctly timed sampling and consideration of remaining interior plumbing. Be more cautious after a partial replacement because lead-bearing pipe remains and disturbance can make levels vary.

The practical endpoint is not “the crew left” or “the program is underway.” It is the point when the applicable local precaution has ended and the utility or health department has told your household how to change its practice.

One Low Test Does Not Override An Active Advisory

Lead generally cannot be identified reliably by sight, taste or smell. Testing is more informative, but the result depends on faucet choice, stagnation time, recent water use, aerator condition, flushing and recent plumbing disturbance.

A sample taken at one faucet and time may not capture intermittent particle release or conditions elsewhere. A low result is useful evidence, but it should not automatically override an active filtration advisory. A higher result warrants prompt follow-up under local public-health instructions.

Ask the utility whether it offers an approved kit or laboratory testing and request the complete sampling protocol. Keep the test date, result, construction record, replacement scope, flushing record, filter model and cartridge dates together. Those details matter when the utility interprets the result or decides whether another sample is needed.

Seven Answers To Get Before Changing Precautions

Get these points in writing where possible:

  1. Is each portion of the service line recorded as lead, galvanized, non-lead or unknown?
  2. Is work merely nearby, or is this property’s line scheduled?
  3. Will both the utility-owned and customer-owned portions be replaced?
  4. What exact flushing and aerator-cleaning procedure applies?
  5. How long must filtration continue, and should the cartridge be changed after work?
  6. When, where and how should follow-up samples be collected?
  7. Does the program provide filters, cartridges, testing or an address lookup?

If the utility cannot answer immediately, uncertainty is not proof of safety. Continue the existing precautions while seeking clarification from the utility or local health department.

The decision rule is narrow: if the line is lead, galvanized, unknown, partially replaced or affected by construction—and the issuing agency has not ended its precautions—keep using an NSF/ANSI 53 lead-certified filter for cold water consumed by the household. A citywide deadline cannot make that decision for your tap.
